4. Products that do not conform to national or industrial standards on safety, health, environmental protection, etc.

5. The applicant conceals relevant information or provides false materials to apply for fertilizer registration, and the Ministry of Agriculture and Rural Affairs has made a decision not to accept or not to approve the application for less than one year.

6. The same applicant submits the same product registration application before the completion of product registration examination and approval.

2. Enterprise certification documents. The domestic applicant shall submit a copy of the enterprise registration certificate marked with the social unified credit code (affixed with the official seal of the enterprise). Applicants from foreign countries, Hong Kong, Macao and Taiwan should submit the enterprise registration certificate issued by the local government and the production and sales certificate approved by the fertilizer management agency. The registration certificate and production and sales certificate of foreign fertilizer production enterprises shall also be confirmed by the embassy (or consulate) of the People’s Republic of China in the country (region) where the enterprise is located. Overseas and Hong Kong, Macao and Taiwan applicants also need to submit an agency agreement. The agency agreement should specify the responsibilities of the domestic agency or the resident representative office of foreign and Hong Kong, Macao and Taiwan enterprises, and ensure that they can fully handle fertilizer registration, packaging, fertilizer import and other businesses in the People’s Republic of China, and bear the corresponding legal liabilities.

3. Preliminary Examination Opinions of Provincial Agricultural and Rural Departments.

4. Assessment form of production enterprises. The domestic applicant shall submit the assessment form of fertilizer production enterprises issued by the provincial agricultural and rural department or its entrusted unit, and attach the pictures of the enterprise’s production and quality testing equipment and facilities (including testing instruments) and other materials; Applicants from foreign countries, Hong Kong, Macao and Taiwan should submit the corresponding pictures of production and quality inspection equipment and facilities (including inspection instruments) of enterprises.

5. Product safety data. For products with high safety risks, the applicant shall also submit safety risk assessment data on soil, crops, water body, human body, etc. as required.

6. Product effectiveness data.

6.1 Field test report.

The applicant shall carry out standardized field tests in China according to relevant technical requirements, and submit more than two test reports for each crop in different regions or the same region for more than two years. The fertilizer field test shall objectively and accurately reflect the application effect of the tested products. The determined test site, scientific test design and standardized field operation shall be hosted and signed by a person with the title of agronomist (intermediate) or above. The field test report shall indicate the host of the test and attach the title certification materials, the name and contact information of the farmer undertaking the field test, and the relevant test records and video data shall be retained for future reference. The test of soil conditioner (including soil remediation microbial agent) shall be carried out in two representative sites according to soil obstacle factors, and the test results of more than 3 consecutive years (inclusive) shall be submitted; The results of two (spot) retting or composting tests shall be submitted for the organic material composting agent products specially used for organic material retting or composting. The applicant may carry out fertilizer field tests by himself or by entrusting relevant agencies as required. The institution entrusted to carry out the field test may require the entrusting party to submit the test report of the tested products as the case may be.

6.2 Product executive standards.

The applicant shall submit the executive standard of the product applied for registration. Standards of domestic enterprises shall be filed with the local standardization administrative department.

7 Product label style.

The applicant shall submit the product label style in accordance with the Administrative Measures for Fertilizer Registration and Requirements for Fertilizer Registration Data.

8 Basic information of enterprises and products.

8.1 Basic information of the manufacturer. It includes the basic overview, personnel composition, technical strength, production scale, design capacity, etc. of the enterprise.

8.2 Product R&D report. Including R&D background, objectives, processes, raw material composition, technical indicators, inspection methods, application effects and product application scope. Microbial fertilizer shall also submit the source, classification status (species name), cultivation conditions, strain safety and other data of the strains used for production.

8.3 Production process data.

Including raw material composition, process flow, main equipment configuration and production control measures.

9 Fertilizer sample

9.1 For product quality inspection and acute oral toxicity test, 2 fertilizer samples of the same batch shall be submitted, with each sample not less than 600g (ml) and granular product not less than 1000g.

9.2 A sample of not less than 9000g shall be submitted for antiknock test.

9.3 For the capsule degradation test, a copy of no less than 1000g of capsule material shall be submitted. Two pieces of test tube slant shall be submitted for microbial fertilizer strain identification.

9.4 Samples shall be packed in bottles (bags) without any marks. The sample sampling sheet shall be marked with the manufacturer’s name, product name, effective ingredients and content, production date and other information. For domestic products, the fertilizer samples shall be taken and sealed by the provincial competent agricultural department where the applicant belongs or the unit entrusted by it, and the seal shall be signed and affixed with the official seal of the sample sealing unit.

The following supporting materials in the above application materials can be replaced by a written commitment letter (see the annex).

2. Xeroxed copies of the enterprise registration certificate affixed with the official seal provided by the domestic applicant.

The fertilizer window of the Government Affairs Service Hall of the Ministry of Agriculture and Rural Affairs reviews the relevant information on fertilizer registration submitted by the applicant, and the secretariat of the Fertilizer Registration Review Committee of the Ministry of Agriculture and Rural Affairs verifies the fertilizer samples submitted by the applicant. If the application materials are complete and conform to the legal form and the fertilizer samples meet the requirements, they will be accepted.

3. The Secretariat of the Fertilizer Registration and Evaluation Committee of the Ministry of Agriculture and Rural Affairs shall, in accordance with relevant regulations, conduct technical review of application materials and organize product quality inspection and safety evaluation tests.

4. If the product quality inspection or safety evaluation test results do not meet the requirements, the applicant can apply for a re inspection within 15 days from the date of receiving the written notice from the Secretariat of the Fertilizer Registration and Review Committee of the Ministry of Agriculture and Rural Affairs.

5. The Fertilizer Registration Review Committee of the Ministry of Agriculture and Rural Affairs reviews the products applied for registration.

6. The Planting Management Department of the Ministry of Agriculture and Rural Affairs shall, in accordance with relevant regulations, propose an approval plan based on technical review and review comments, and submit it for approval according to procedures.

7. The Planting Management Department of the Ministry of Agriculture and Rural Affairs shall handle the approval documents according to the signed and approved documents and prepare the Fertilizer Registration Certificate.

2. The Ministry of Agriculture and Rural Affairs shall make an approval decision within 20 working days after receiving the review comments from the Fertilizer Registration Review Committee.

3. Annual product quality report. The applicant shall submit the product quality inspection report issued by the institution with corresponding inspection qualification. At the same time, submit the product quality management, quality certification, supervision and spot check within the validity period of the product registration certificate.

4. Product application report. The use area, applied crops, application effect and main promotion areas of the product within the validity period of the registration certificate.

5. Assessment form of production enterprises. The domestic applicant shall also submit the assessment form of the production enterprise issued by the local provincial competent agricultural department. The assessment form of production enterprises shall refer to the Service Guide for Administrative Licensing Matters of Fertilizer Registration.

The Planting Management Department of the Ministry of Agriculture and Rural Affairs shall, in accordance with the relevant provisions, propose an approval plan based on the technical review opinions of the Secretariat of the Fertilizer Registration and Review Committee or the review opinions of the Fertilizer Registration and Review Committee, and submit it for approval according to the procedures.

If the enterprise name is changed, the domestic applicant shall also submit the copy of the enterprise registration certificate and other documents related to the change of the enterprise name; The foreign and Hong Kong, Macao and Taiwan applicants shall also submit copies of the enterprise registration certificate, production and sales certification documents, and the agency agreement. If the name of the agency enterprise or the resident representative office of the foreign and Hong Kong, Macao and Taiwan enterprises changes, the applicant shall also submit copies of the enterprise registration certificate.

5. Refer to the Service Guide for Administrative Licensing Matters of Fertilizer Registration for the requirements of field test reports and product labels.

If the enterprise name is changed, the copy of the enterprise registration certificate submitted by the domestic applicant; If the name of the agency enterprise or the resident representative office of foreign enterprises in Hong Kong, Macao and Taiwan has changed, the photocopy of the enterprise registration certificate submitted.

2. The secretariat of the Fertilizer Registration and Evaluation Committee of the Ministry of Agriculture and Rural Affairs shall conduct technical review in accordance with relevant regulations.

3. If any hidden danger or risk is found in the technical review of safety and effectiveness, it shall be submitted to the Fertilizer Registration Review Committee of the Ministry of Agriculture and Rural Affairs for review.

4. The Planting Management Department of the Ministry of Agriculture and Rural Affairs shall propose an approval plan based on the technical review comments of the Secretariat of the Fertilizer Registration Review Committee or the review comments of the Fertilizer Registration Review Committee.

5. The Planting Management Department of the Ministry of Agriculture and Rural Affairs shall handle the approval documents according to the signed and approved documents and prepare the Fertilizer Registration Certificate.
