Scope of registration Chemicals listed in the Catalogue of Hazardous Chemicals (2015 Edition); It is not listed in the Catalogue of Hazardous Chemicals (2015 Edition), but it is identified as a hazardous chemical.

 

Chemicals listed in the Catalogue of Hazardous Chemicals: (1) chemicals listed in the Catalogue of Hazardous Chemicals and the guidelines; (2) The inorganic salts listed in the Catalogue of Dangerous Chemicals include both anhydrous and compounds containing crystal water; (3) Chemicals meeting the flash point determination standard of Item 2828 in the Catalogue of Hazardous Chemicals; (4) The main ingredients are listed in the Catalogue of Dangerous Chemicals, and the sum of the mass ratio or volume ratio of the main ingredients is not less than 70% (except those identified as not belonging to the determination principle of dangerous chemicals).

Registration principle The State implements a registration system for hazardous chemicals. The registration of hazardous chemicals shall follow the principles of enterprise application, two-level review, unified certificate issuance and hierarchical management.

Enterprise application – the enterprise applies for registration;

Two level audit – the registration materials of the registered enterprises need to be audited at two levels by the local registration office and the chemical registration center;

Uniform certificate issuance – the registration center shall uniformly issue the registration certificate of hazardous chemicals after the final approval of the registration center;

Hierarchical management – The national, provincial (autonomous region, municipality directly under the Central Government), municipal (district), county (city) and other safety production supervision and administration departments at all levels are respectively responsible for the supervision and administration of the registration of hazardous chemicals within their respective administrative regions.

Registration time New production enterprises – before completion acceptance. Generally speaking, enterprises can register dangerous chemicals at the trial production stage.

 

Importers – before the first import.

Registration content 1. Classification and label information, including hazard categories, pictograms, warning words, hazard descriptions, prevention instructions, etc. of hazardous chemicals.

2. Physical and chemical properties, including the appearance and properties, solubility, melting point, boiling point and other physical properties of hazardous chemicals, flash point, explosion limit, spontaneous combustion temperature, decomposition temperature and other chemical properties.

3. Main uses, including the legitimate uses, prohibited or restricted uses of products recommended by enterprises.

4. Hazard characteristics, including physical hazard, environmental hazard and health hazard (toxicological) characteristics of hazardous chemicals.

(1) Physical hazards refer to the hazards of chemicals such as explosiveness, flammability (flammability or flammability, self ignitability, and flammability in case of moisture), self reactivity, oxidation, high pressure gas hazard, and metal corrosion. (2) Health hazard refers to the acute or chronic hazard to human health caused by exposure to certain chemicals, which is confirmed by the statistical data obtained through research based on the determined scientific methods. The relevant toxicological data include acute toxicity, skin irritation or corrosiveness, eye irritation or corrosiveness, respiratory or skin allergy, germ cell mutagenicity, carcinogenicity, reproductive toxicity, specific target organ systemic toxicity and inhalation hazard. (3) Environmental hazards refer to the hazards of chemicals to the environment through environmental accumulation, bioaccumulation, biotransformation or chemical reaction after entering the environment. The relevant ecological information includes ecotoxicity, persistence and degradability, potential bioaccumulation, and mobility in soil.

5. Safety requirements for storage, use and transportation

(1) Storage requirements: the safety requirements for the storage of hazardous chemicals to be registered mainly refer to the technical requirements, including the requirements for building conditions, warehouse conditions, safety conditions, environmental health conditions, temperature and humidity conditions, etc.

(2) Use requirements: mainly include the operating conditions (such as temperature, pressure, etc.) during use, the means of disclosing hazard information to operators, protective measures for operators, and control measures (such as isolation, sealing, ventilation, etc.) to eliminate or reduce the hazards of hazardous chemicals in the workplace.

(3) Transportation requirements: The safety requirements for the transportation of hazardous chemicals that need to be registered mainly include the requirements for transportation or transportation methods, packaging methods, packaging classifications, packaging marks, means of transferring hazard information to the handling personnel and transportation drivers, protective measures for handling personnel, and safety measures during handling and transportation.

6. Emergency response measures for hazardous situations, including emergency response methods for chemical accidents such as fire, explosion, leakage, poisoning, asphyxiation and burns during production, use, storage and transportation of hazardous chemicals, and emergency consultation service telephone.
