Quality approval of oilfield chemicals

definition Oilfield chemicals, refer to the chemicals used in oilfield drilling, completion, oil production, water injection, enhanced oil recovery and gathering and transportation. There are many kinds of oilfield chemicals and classification methods. According to the type code standard of oilfield chemicals used in China’s oil and gas industry, oilfield chemicals can be divided into six categories: general chemicals, drilling chemicals, oil and gas development chemicals, oil recovery enhancing chemicals, oil and gas gathering chemicals and water treatment chemicals.

Event Type Voluntary application

Production enterprises can voluntarily apply to CNPC for product quality approval. Obtaining product quality approval is one of the necessary conditions for entering the group company market.
Basic conditions for declaration (1) It shall be a legal enterprise with corresponding qualifications;

(2) The relevant technologies involved in the declared products are legally owned or used by the enterprise;

(3) The product quality meets the requirements of national standards, industrial standards, enterprise standards of the group company or the enterprise standards of the manufacturer confirmed by the group company;

(4) It has sufficient supporting production equipment and inspection equipment, and the product quality is stable and can be produced in normal batches;

(5) The allocation of technicians, operators and inspectors can meet the production requirements;

(6) The quality management system meets the requirements of GB/T 19001 Quality Management System.
List of application materials (1) Two copies of Application Form for Product Quality Approval Enterprises (see the annex);

(2) One copy of the business license of the production enterprise;

(3) One copy of the standard text for the implementation of the declared product;

(4) Quality management manual or other quality management documents (copies), and copies of certificates attached to the production enterprises that have passed the quality management system certification;

(5) One copy of product delivery inspection report, supervision and spot check report or user inspection report in recent two years (copy).
On site review The on-site review shall be conducted by the review team according to the requirements of the detailed rules for the implementation of relevant product quality approval, mainly on the equipment and technical resources, quality management system, product process control, sales performance in recent years, user satisfaction and other aspects of the manufacturer, and at the same time, the sample inspection shall be conducted on the products declared for approval.
Sampling inspection The organization responsible for product quality sampling inspection shall submit the inspection results within 30 days after receiving the samples and be responsible for the inspection results.

Products subject to national standards, industrial standards or group company enterprise standards shall be inspected according to corresponding standards. The products that implement the standards of the manufacturer shall be reviewed for the contents of the standards, and shall be inspected according to the standards after passing the review.
Issue product quality certificate The quality management department of the Group Company shall review the results of the on-site review. The production enterprises and products that meet the product quality approval conditions shall be issued with product quality approval certificates. For the production enterprises and products that do not meet the conditions for product quality approval, the reasons for nonconformity shall be notified to the production enterprises.
Certificate Management The product quality approval certificate is valid for three years. The production enterprise applying for certificate renewal shall submit an application for certificate renewal to the quality management department of the group company six months before the expiry date. The application procedure for renewal is the same as that for initial application. If no application is made within the time limit, it shall be deemed as automatic abandonment, and the original certificate shall be automatically invalidated. Production enterprises that add approved projects must reapply.

If quality, safety and environmental protection accidents occur due to product quality problems provided by the manufacturer, the product quality approval certificate shall be revoked. The quality management department of the group company will notify the manufacturer whose product quality approval certificate has been revoked, and will no longer accept the product quality approval application of the manufacturer.
Supervision and inspection During the validity period of the product quality approval certificate, the manufacturing enterprise that has obtained the product quality approval certificate shall be subject to regular or irregular supervision and inspection organized by the quality management department of the Group Company and its affiliated enterprises. If any nonconformity is found, its products shall not be purchased before rectification.

The manufacturer shall complete the rectification of the nonconformities within three months and report the rectification to the quality management department of the group company in a timely manner. The certificate of the qualified person shall remain valid after review; For the production enterprises that fail to report the rectification within three months or fail to pass the re inspection, as well as the production enterprises that fail to pass the supervision and inspection twice, their certificates shall be revoked.
Fee The expenses required for product quality approval review shall be included in the budget management of the Group Company. The sampling inspection of products in the initial application and certificate renewal review shall be charged as per the entrusted inspection and borne by the manufacturer. The charging standard shall be implemented in accordance with the relevant provisions of the State and the Group Company.

 

The supervision and inspection shall not charge the production enterprises.
