Innovation is the first power to lead development. Promoting the integration of industry, university, research and application is an inevitable requirement for implementing the innovation driven development strategy, and is the only way to transform innovation achievements into real productive forces.

There are four difficulties in the independent innovation of enterprises:

(1) Lack of methods. Lack of systematic scientific and technological innovation methodology, and lack of methods to identify and incubate cutting-edge technological resources.

(2) Insufficient resources. The accumulation of high-end frontier resources is insufficient, and the digestion ability is not strong, so it is difficult to occupy high-end links.

(3) Management is not systematic. No efficient scientific and technological innovation management system has been formed.

(4) The strategy is not clear. Due to inertia, it is difficult to formulate strategies or even extract effective demand and technical resources needed for screening due to the lack of forward-looking awareness of the industry’s technological development direction.

In view of the above four difficulties (pain points), there are two ways to establish an enterprise’s scientific and technological innovation capability:

(1) Cultivate internal skills. Build the R&D system and gradually form the ability of independent innovation. The disadvantages are high investment, long cycle, high risk, and can be achieved overnight.

(2) With the help of external forces. Through technology transfer, import external resources into productivity. The advantage is that the investment and risk are relatively small and the cycle is relatively short, which is a convenient way to establish scientific and technological competition.

It is generally believed that the best way to innovate is to cultivate internal skills and rely on external forces. However, for small, medium and micro enterprises, under the constraints of limited funds and resources and the pressure of survival and development, it is impossible to give consideration to both. Therefore, technology transfer is the only way to “overtaking at curves”.
